It is now law that any voter can vote by mail.

HOW DO I APPLY TO VOTE BY MAIL?
-
An application to vote by mail must be received by the County Clerk not later than 7 days prior to the election unless you apply in person or via an authorized messenger during County Clerk's office hours, but no later than 3 P.M. the day prior to the election.

Applications are also available at any Municipal
Clerk's Office or at the County Clerk's Office. When
your application is received and approved, your ballot will be
sent to the address you request, or you may pick it up in person.

HOW DO I VOTE BY MAIL?
-
The voter completes the ballot, places it inside the white
envelope and completes the flap. DO NOT DETACH THE
FLAP. The white envelope is placed inside the brown
envelope and sealed. The upper left hand corner of the brown
envelope must be completed by voter. Completed ballot may be
returned by mail. Ballot must be returned to
the Board of Elections before closing of the polls on Election
Day.

HOW DO I VOTE BY ABSENTEE IF I LIVE ABROAD?

If you live overseas and your residence was in Morris County
(registered or not) you are entitled to vote in Federal Elections
through an Overseas Ballot. This means Primary, General, or
Special for President/Vice President, Senator or House of
Representatives. You may NOT vote in local
elections or for state questions. They are sent a special
application, which asks for information establishing eligibility
to vote. According to New Jersey Election Law Title 19:59-4 the
completed application must be received by the County Clerk 30
days before the election.

HOW DO I VOTE BY ABSENTEE BALLOT IN THE EVENT OF AN
EMERGENCY?

If you become sick or confined within 7 days of an election, you
may apply for an absentee ballot by messenger with a signed
application, giving your messenger authorization. The messenger
must deliver this application to the County Clerk's Office
7 days prior to the election and through the day before the
election up to 3:00 PM. The messenger shall sign the
application in the County Clerk's Office before the
Clerk and show some form of identification. The
messenger will be given the ballot in a sealed envelope.
This can only be opened and voted by the applicant. When
completed, the ballot should be sealed in the return envelope.
The messenger must sign the lower left corner of the envelope in
the presence of the voter and deliver it to the Board of
Elections before closing of the polls on Election Day.
Emergency ballots after the 3:00 PM deadline can only be granted
before the Emergent Judge of that day.

WHO IS ELIGIBLE FOR A MILITARY ABSENTEE BALLOT?

Applications for military absentee ballots are available to
registered or non-registered people of voting age who are:

In the military service; or
-
Spouses or dependents of those in the military service; or
-
Civilians who are attached to the military services; or
-
Spouses or dependents of civilians who are attached to the
military services

HOW DO I APPLY FOR A MILITARY ABSENTEE BALLOT?

from the County Clerk or any Municipal Clerk; or

WHEN DO I VOTE PROVISIONAL BALLOT?
-
If you have moved within Morris County to another Municipality
and have NOT notified the Superintendent of Elections of this
change, you will vote by Provisional Ballot at the Polling Place
of your new residence on Election Day.
